Invitation to Register as an Approved Supplier to the Programme

The Procurement Gateway is inviting registrations of interest from individuals and businesses in South Africa, that would like to be considered for registration in the Adopt-a-Pothole Programme approved suppliers list on behalf of the Empowerment Gateway Group.

Only approved or certified suppliers will be invited to tender for the supply of goods and services to the programme.

Suppliers are advised that both a registration fee as well as an assessment and evaluation fee are levied by the Procurement Gateway as part of the procurement process.

The procurement process for the goods and services required by the Adopt-a-Pothole program, will commence in the last week in September 2009, and will be running on an on-going basis in the future.

Important criteria regarding terms and conditions of engagement

If you are interested in applying for consideration as an approved supplier with Empowerment Gateway to any of our projects, please take note of the following terms and conditions of engagement:

  1. A once-off supplier registration fee as well as an evaluation and assessment fee is charged as part of the approval listing process. Fees are based on your type of organisation/business size. Fees are applied to the programme developmental costs and claimable under BBBEE - ED if your turnover is in excess of R5M per annum.

  2. Suppliers of goods and services are being sourced currently as approved suppliers to the Adopt-a-Pothole programme. 
    Take note that only approved suppliers will be considered as potential bidders.

  3. All the Adopt-a-Pothole approved suppliers will be listed on this website.

  4. Phase 1 of the Adopt-a-Pothole programme has started in the Govan Mbeki region (Secunda) Mpumalanga with operational start-up scheduled for Jan 2010. 

    Pilot rollout is forecast as follows: 

     Phase 2 Western Cape  March/April 2010
     Phase 3 Eastern Cape June/July  2010
     Phase 4 KZN Aug/Sep  2010
     Phase 5 Gauteng

    Oct/Nov  2010

     

  5. The Adopt-a-Pothole approved supplier registration process has started on 1 October 09, with all RFP's for the supply of capital goods expected to be finalized by no later than the second week of December 2009. Closing dates for submissions of proposals will be communicated at the time when the RFP's are released.

  6. All payment terms are COD unless otherwise specified in the tender document. A cash discount is expected from all suppliers where COD is applicable.

  7. Only suppliers that meet our baseline criteria will be approved. We expect all our suppliers have a minimum BEE rating of Level 5 and a BEE plan to reach Level 4 within 6/12-months. See additional information below - CSR-CSI, BBBEE evaluation scorecards.  

  8. Tenders are evaluated on the following ratios and include a scorecard per element:

      PRICE  20 points
      TECHNOLOGY / PRODUCT / SERVICE quality, applicability, etc 20 points
      CSR – CSI, BBBEE
    With focus on ED / SED compliance especially by QSE’s and Large businesses.
    60 points
         
      In addition we will evaluate your proposed contribution to the Adopt-a-Pothole job creation and socio-economic programme as part of your ED and SED, BEE contributions. 

    Contributions can be financial or in-kind.

    In the case of an EME’s – (Exempted Micro Enterprise) focus is on the contribution made, or to be made by an individual / small organisation, to social economic development in South Africa, including any volunteering initiatives undertaken in your own communities towards social or environmental upliftment.
     

 

In terms of our mandate as an organisation, we will appoint suppliers that meet, or are willing to align their organisations/businesses to our socio-economic responsibility mission.

The Procurement process for the Adopt-a-Pothole program, will be administered and managed by the PROCUREMENT GATEWAY Buying Group, another initiative of the Empowerment Gateway Group.

Current and additional RFP's and EoI will be released in December 2009.

Preference will be given to QSE and EME businesses for the supply of goods and services, although suppliers may be matched with larger organisations if it is in the best interest of the Adopt-a-Pothole programme. 

Large businesses will be expected to partner with smaller businesses that have been approved by the Empowerment Gateway team. (Agents, dealers, etc.)
